1 Manager, RF Planning & Optimization – North Region/Work Based Area:Kano – Network Development Department

Reports to: Head, RFP&Optimization

Summary Job Responsibility:

- Oversees planning, prioritization and assignment of targets and tasks to entire Radio Network Development section.

- Reviews allocation/utilization of resources and section performance.

- Oversees all activities related to the coverage prediction for planned radio base stations ensuring conformance to standards, procedures and guidelines.

- Oversees the assessment of available capacity, current utilization of capacity and additional requirements to meet new/increased traffic needs with respect to Radio Network.

Requirements:

- Bachelor’s degree in Electrical/Electronic engineering or related field.

- Relevant certification

- Post Graduate degree, MA/MBA/MSc, desirable.

- 6 – 8 years post NYSC experience in Radio Network Development, design, planning and optimization for large-scale commercial operations; deployment, planning, field trial planning and execution.

- Extensive experience with wireless technologies.

2. Manager, Access Network Support (West & North Regions)

Reports to: Head, Access Network/Operations



Summary Job Responsibility:

- Provide specialist advice for the resolution of network related faults emanating from subscribers, switching systems, Base Station Systems, Transmission and Value Added platforms.

- Assists the Head, Access Network in communicating the unit’s direction and objectives to subordinate staff.

- Ensure proper monitoring of the network for overall efficiency and trouble spots using performance management tools and provide technical status reports to different target groups.

- Liaise with the customer experience centers, dealers and sales outlets across the country to collect information on network related faults.

- Assists in identifying required resources, personnel and funding to achieve the unit’s strategy.

Requirements:

- Bachelor’s degree or equivalent in a relevant discipline.

- Post Graduate degree/professional certification in a related field will be an added advantage.

3. Manager, BSS Operations/North Region. Work Based Area:Kano

Reports to: Head, Access Network/Operations

Summary Job Responsibility:

- Implements an effective framework for the operation and maintenance of the Base Station Subsystem (BSS) and provide high level support functions on all operational transmission equipment.

- Assists the Head, Access Network in communicating the unit’s direction and objectives to the subordinate staff.

- Keep abreast of global and local best practice as it relates to the team/function’s activities.

- Establish and manage SLAs with key internal and external stakeholders.

- Ensures the commissioning, management and administration of BSS and access network platform infrastructure (UNIX Solaris and application level) and related equipment.

- Participate in BTS integration and acceptance tests.

- Diagnose and clear any faults/alarms or ensure escalation within time period stipulated in SLAs to appropriate parties as required.

- Perform any other duties as assigned by the Head, Access Network.

- Bachelor’s degree or equivalent in a relevant discipline.

4. Manager, Interconnect Account and Settlement – Engineering Department.

Reports to: Head, Carrier Relations. Work Based Area: Lagos.

Summary Job Responsibility:

- Manages relationship with interconnect partners and ensures accurate capturing of Call Detail Records (CDR) and settlement of interconnect bills.

- Negotiate interconnect contracts.

- Facilitate and coordinate the technical aspects of interconnect between Etisalat Nigeria and roaming partners.

- Facilitate and coordinate the technical aspects of National interconnect between Etisalat Nigeria and other National operators

- Collect and interpret data on the dimension of air traffic between Etisalat Nigeria and the various operators.

- Liaise with IT Department to monitor the performance and operation of the interconnect billing systems to ensure constant system availability.

- Ensures the administration of user security/access on interconnect billing systems and database.

- Investigate and resolve complaints/request relating to roaming and interconnect billing.

- Ensures interconnect bills are prepared on a timely basis.

- Manage inter-functional relation to ensure synergy across the various departmental functions.

- Prepare agreed periodic activity and performance reports for the attention of the Head, carrier Relations

- Perform other duties assigned by the Head, Carrier Relations.

5. Manager, Roaming Services – Engineering Department

Reports to: Head, Carrier Relations. Work Based Area: Lagos.

Summary Job Responsibility:

- Identifies probable roaming partners, and negotiate roaming agreements with these partners, ensuring that the agreements are eventually implemented.

- Negotiate all nonstandard requirements for the agreement in liaison with Finance and Revenue Assurance as appropriate.

6. Manager, Customer Relation Management & Provisioning (Info Tech Dept) – Work Based Area: Lagos.

Reports to: Head, Business Support/Operational Support Systems.

Summary Job Responsibility:

- Manages and oversees the analysis, build, design, implementation and acceptance of new products configuration in the CRM module.

- Oversees implementation, integration and upgrade of existing/new solutions in the Customer Relationship Management module (CRM) enterprise-wide

- Oversees planning for the order handling process for SIM cards, recharge vouchers and ll other fulfillment for EMTS.

- Oversees the technical scoping, capacity planning, hardware sizing and system functional requirement availability for the BSS systems.

- Ensures timely delivery of all fulfillment projects.

- Prepares RFPs & RFQs and audit statement of compliance and functional requirements for enterprise requirements in customer care and billing.

Requirements:

- A Bachelor’s degree in a numerate or technology field of study (Engineering, Computer Science, Computer Engineering, Mathematics, Business Management, Accounting , Physics, Statistics, etc).

- Relevant certification in a core IT Technology such as IPs, Operating Systems, Software Development, Service Oriented Architecture or DBA is required.

- Post Graduate degree is desirable.

- 6 – 8 years post NYSC experience with at least three(3) years in a Supervisory/Specialist role with Provisioning, Mediation/Activation Systems for GSM, UMTS, and CDMA is mandatory.

- Professional Training in eTOM, ITIL, Project Management, Service Provisioning in Telecom will be an added advantage.



7. Manager, VAS Development – Network Development Dept. Work Based Area: Lagos.

Reports to: Head, Value Added Services.

Summary Job Responsibility:

- Manages development of Value Added Services (VAS) platforms and other third party applications and services.

- Provides input in translating Etisalat-Nigeria Business Plan and subscriber growth assumptions into requirements for the Value Added Services.

- Reviews the unit/team’s activities, make recommendations for improvement and implement approved improvement initiatives to ensure enhanced performance of the team.

- Develop new Value Added Services platforms to met customer/market demands.

- Search for innovative ways to improve VAS platform processes to foster efficiency.

- Develop innovative reporting and statistical tools to show the VAS services capacities and KPIs.

- Manage and train the staff for effective planning of network

Requirements:

- Bachelor’s degree or equivalent in a Science or Engineering-related discipline.

- Post Graduate degree/professional certification in a related field will be an added advantage.

- MA/MBA/Msc, desirable.

- Minimum of 7 years post NYSC experience with at least three(3) years in a Senior Engineer/Specialist role



8. Specialist, Technical PMO – Network Development Dept. Work-Based Area – Abuja.

Reports to: Manager, Technical PMO.

Summary Job Responsibility:

- Coordinate, monitor and control Engineering-related projects towards efficient and cost effective realization of project objectives.

- Manages relationship with vendors and other project managers to ensure seamless execution of projects and adherence to agreed timeline and budget.

- Assists in continuously reviewing the unit’s activities, make recommendations for improvement and implement approved initiatives to ensure enhanced performance of the team.

- Participate in project close out activities and ensure adequate and accurate documentation of al project activities.

9. Senior Engineer, Civil (West, East & North Regions).

Reports to: Head, Civil.

Summary Job Responsibility:

- Coordinates civil/structural engineering functions at regional level as scheduled by the Head, Civil; to support construction activities for the roll-out of EMTS-Etisalat network in the Regions.

- Carry out detailed check of design proposals and TSS Soil Test Reports submitted by Etisalat Civil Contractors in the region and recommend to Head, Civil for Acceptance/Approval.

- Liaises with Regional Site Acquisition team when called upo, to ensure sites meet construction requirements as set out by the Company.

- Plans and manage human and material resources of the regional team of Civil Engineers in the section, to optimize performance, morale and enhance productivity.

- Liaises with regional rollout team n the prompt proposal of design solutions to thorny civil engineering related site issues for the Head, Civil’s consideration, review and approval.

- Provides input for the development and periodic review of Specifications for Civil Works.

- Perform any other duties as assigned by the Head, Civil.
