Background / General description
PPIAF is a multi-donor technical assistance facility managed by the World Bank. It was created to help developing countries improve infrastructure services through public-private partnerships. In 2007, PPIAF also launched a three-year pilot, the Sub-National Development Technical Assistance Program (SNTA), to help sub-national entities and public utilities improve their creditworthiness and access market-based financing without sovereign guarantees. More than 15 donors have contributed to PPIAF, with the largest contribution in FY09 coming from the UK, Switzerland, Sweden, Netherlands and Australia.

With an annual budget of between $25-30 million, the PPIAF and the SNTA windows provide developing countries with small technical assistance grants to support a wide range of policy, legal and regulatory reforms to explore alternatives for improving delivery of infrastructure services. These grants support governments through development of infrastructure strategies, design and implementation of reforms, stakeholder consultations, and pioneering transactions. Eligible countries include all countries on the OECD DAC list of recipients of ODA. Eligible sectors include water and sanitation, solid waste management, telecoms, transport, electricity and gas as well as cross-sectoral infrastructure issues. To date, PPIAF has a grant portfolio of $175 million. The average grant size is about $225,000.

PPIAF also dedicates 10 percent of its resources to produce and disseminate knowledge to improve performance and supervision of infrastructure service providers. These global products include toolkits on how to design and implement reforms to improve services in ports, urban bus transport, water and other sectors; build databases tracking private participation in infrastructure projects over the world, research on cutting-edge issues related to regulatory and business environment for public private partnership in infrastructure.

Ten years since its establishment, PPIAF has emerged as a leading source of technical assistance and knowledge products in the area of public-private partnerships in infrastructure. A recent independent strategic review of PPIAF reaffirmed the relevance and effectiveness of the PPIAF model and its achievements since inception. 84 percent of all PPIAF activities funded to date have achieved at least one anticipated outcome. By the end of fiscal year 2008, PPIAF activities had facilitated 82 transactions, supported 51 laws and regulations, created or strengthened 74 institutions, and assisted in the formulation of 146 strategies. In addition, 24,274 participants have benefited from 338 PPIAF-funded conferences and training activities. More information on PPIAF is available at the PPIAF website at www.ppiaf.org.

PPIAF is governed by a Program Council composed of its donors. The Council is supported by an independent technical advisory panel (TAP) that reviews PPIAF activities and provides strategic advice. Day to day operations of PPIAF are managed by a small Program Management Unit. The PMU comprises about 20 staff based in Washington DC, Dakar, Nairobi, Delhi and Manila in addition to its headquarters in the World Bank offices in Washington DC. The implementation of individual technical assistance activities is undertaken through a network of team leaders sourced from across the World Bank Group, and increasingly through other development institutions, including regional development banks.

The PPIAF Program Council is now seeking an experienced and dynamic Program Manager to lead the PPIAF Program Management Unit. This is a high profile position with high visibility within the development community and requires a combination of technical and managerial skills.

PPIAF is one of several Partnership Programs under the SDN facility and works closely with GFDRR (Disaster Risk Mitigation), GPOBA (Output-based aid), and SDNCA (Cities Alliance).
Duties and Accountabilities
• Develop strategic priorities for PPIAF support in a rapidly changing global environment for public-private partnerships;
• Liaise with existing and potential donors to mobilize resources for PPIAF’s technical assistance and knowledge management activities;
• Manage the allocation of PPIAF resources and the implementation of PPIAF’s technical assistance activities with a strong emphasis on development outcomes;
• Foster strong strategic and operational partnerships with developing country governments, private sector representatives, civil society groups and the donor community, including bilateral donors and multilateral development banks;
• Manage the PMU team in Washington DC, Dakar, Manila and Nairobi to deliver a high quality, demand responsive and outcomes based program.
• Serve as an effective spokesperson and advocate for the opportunities and challenges of public-private partnerships in infrastructure in the international development community.
• Take PPIAF to the next stage and reap benefits and synergies of bundling services for the client.
Selection Criteria
In addition to having met the Bank-wide Grade GH level criteria, it is expected that the incumbent meets the following selection criteria:

• Advanced university degree in Business, Finance, Economics, Engineering, or related discipline. plus 15 years of relevant experience (see below), or PhD plus 12 years of relevant experience.
• Broad experience in, and knowledge of infrastructure issues in developing countries, with particular experience in policy or financing issues related to public-private partnerships in infrastructure.
• Demonstrated track record in developing strategic partnerships within the development community including developing countries, donors, private sector and civil society groups.
• Strong managerial skills with a demonstrated track record of managing programs with a strategic vision and strong operational focus.
• Very strong inter-personal skills and demonstrated track record in managing inter-disciplinary teams in an international environment.
• Ability to communicate effectively with a diverse group of constituencies.
• Demonstrated capacity to leverage synergies and manage organization change; able to take on increasing responsibility.
